High Court Enforcement Officers are answerable to the Lord Chancellor or his delegated person and regulated by the Civil Procedures Act 1998, and governed by the HCEO regulations 2004.

Your County Court Judgements for over £600 can be transferred to an authorised High Court Enforcement Officer, except where the debt is regulated by the Consumer Credit Act of 1974. The warrant provides authority to seize, impound and sell a debtors goods to the value of the judgement debt plus interests and costs.
Transfer-up of the judgement is simple, fast and free of cost, save for the court fee. We have a dedicated team at our Liverpool office that will prepare all the necessary paperwork for transfer, they will chase the courts on a daily basis for an update. An acknowledgement letter that we have received your transfer request

A further letter to state that we have now successfully transferred your Judgment to the High Court for enforcement 
together with information as to which office will be dealing with the conduct of the enforcement process
